The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) is a body of experts attached to the Council of Europe that monitors the treatment of people in detention.
As a member of the Council of Europe, Turkey is a signatory to the European Convention on Human Rights, and so subject to the European Court of Human Rights as a court of last resort.
