Despite all our applications to fulfill the CPT’s recommendations and UN precautionary demands, there has been no change in practice throughout 2023, and even in cases where the law requires it, such as earthquakes, the state of incommunicado has not been interrupted and has continued without interruption. For this reason, 2023 has also been a year of absolute lack of communication and inability to receive news.
